Edward Joseph Noronha; affirmed.

I am managing the Government Printing and have been so for

8 years. I am brother of rs. C. M. Cordeiro; Mr. Cordeiro died

recently: he left no will and I wanted to take out letters of

administration for my sister: she was petitioner and I guaranteed

her.

In February, 1913, I went to the Supreme Court Registry and

saw Mr. Alim Khan and I asked him if he had the usual forms of

application for taking out letters of administration. He took me

to see Mr. McElderry and the latter informed Mr. Alim Khan that

he could prepare the forms if he wanted to. Two or three weeks

afterwards Mr. Khan communicated with me and asked me to go with

my sister to swear the necessary affidavits: we went: we appeared before Mr. McElderry and signed and swore the papers. About March

Mr. Khan again comunicated with me by telephone I think asking

us to appear at the Registry to sign some further papers and pay

the fees mentioning the amount of 867 or 866; we went and I sign-

-ed a bond and my sister paid the fees namely 870 and he gave us

some change: I got no receipt. I did not think he was a shroff

but I thought he was the proper officer to receive the money. He

said the total amount you will have to pay is so much (he jotted

it down and added it up). He wrote afterwards and telephoned once

or twice as a result of one enquiry of mine saying that the docu-

-ments would be ready shortly: that the Chief Justice was very

busy on one occasion; I did not think the excuses were altogether unreasonable but I thought that there was a lot of delay; he said he would surely let me have the papers in the beginning of June but when that time came he wrote to me saying he retretted the

delay
